About Michigan Programs

The Healthy Michigan Plan (HMP) is Michigan’s Medicaid expansion program that provides health coverage for eligible adults with low incomes. HMP covers services such as doctor visits, hospital care, prescription medications, preventive care, behavioral health services, and more.

Beginning in January 2027, new federal Medicaid requirements may impact some HMP members. These changes include work and community engagement requirements for certain adults and more frequent coverage renewals. Additionally, beginning in October 2026, some immigration-related Medicaid eligibility changes will take effect.

This page provides information and resources to help Michigan residents understand these changes and prepare for any actions needed to maintain coverage.

Approved Activities That Count Toward Work Requirements

If work requirements apply to you, qualifying activities may include:

  • Employment
  • Attending college or vocational training at least half-time
  • Job training programs
  • Community service or volunteering

Work Requirement Exemptions

You may be exempt from work requirements if you:

  • Are pregnant or have given birth within the past 12 months
  • Are a parent or caregiver of a child age 13 or younger
  • Care for a person with a disability
  • Were in foster care and are under age 26
  • Are an American Indian or Alaska Native
  • Are a veteran with a total disability
  • Participate in substance use treatment
  • Are incarcerated or were recently released
  • Have a serious medical condition, disability, mental health condition, or are medically frail
  • Meet work requirements through SNAP or TANF
